Malta's former citizenship-by-investment route was discontinued in 2025, following a ruling by the EU Court of Justice that found granting citizenship in exchange for investment incompatible with EU law. Malta has since introduced a discretionary citizenship-by-merit framework, which is based on exceptional contribution rather than a set investment and is not a substitute for the old program. The program relevant to most of our clients today is the Malta Permanent Residence Programme (MPRP), which grants permanent residence rather than citizenship.
